Introduction / परिचय

माननीय प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में राष्ट्रीय शिक्षा नीति (एनईपी) 2020 के तहत युवाओं के सशक्तिकरण और एक सीखने वाला इकोसिस्टम बनाने पर जोर दिया है, जो युवा पाठकों/सीखने वालों को दुनिया में भविष्य की नेतृत्व की भूमिकाओं के लिए तैयार कर सकता है।

इस लक्ष्य को बढ़ावा देने, और देश की आजादी की 75 वर्षगांठ मनाने के लिए, YUVA : युवा लेखकों को परामर्श (Mentoring Young Authors)  हेतु प्रधानमंत्री की राष्ट्रीय योजना भविष्य के इन लीडर्स की नींव को मजबूत करने में योगदान देगी।

युवाओं की आबादी वाले देशों की सूची में भारत सबसे ऊपर है, हमारे पास युवा शक्ति की भरपूर क्षमता और उर्जा है जिनका उपयोग राष्ट्र निर्माण में किया जा सकता है। यह जन सांख्यिकीय लाभ भारत और उसकी अर्थव्यवस्था को अभूतपूर्व बढ़त प्रदान करता है। रचनात्मक युवा लेखकों की एक नई पीढ़ी को प्रशिक्षण व परामर्श प्रदान देने के लिए राष्ट्रीय स्तर के प्रमुख कार्यक्रम एक भारत श्रेष्ठ भारत के तहत बड़े स्तर पर प्रयास करने की आवश्यकता है।

भारत की आजादी के 75 साल पूरे होने के अवसर पर इस योजना के तहत भारतीय साहित्य के नए प्रतिनिधियों को तैयार करने की परिकल्पना की गई है। हमारा देश पुस्तक प्रकाशन के क्षेत्र में तीसरे स्थान पर है, और स्वदेशी साहित्य की इस निधि को आगे बढ़ाने देने के लिए, यह जरूरी है कि हम इसे वैश्विक स्तर पर पेश करें।

इस योजना से भारतीय विरासत, संस्कृति और ज्ञान को बढ़ावा देने के लिए युवा लेखकों को तैयार करने में मदद मिलेगी, जोन केवल विविध विषयों पर लिख सकेंगे बल्कि इच्छुक युवाओं को अपनी मातृभाषा में लिखने और अंतरराष्ट्रीय स्तर पर भारत का प्रतिनिधित्व करने का एक अवसर भी प्रदान करेंगे।

यह कार्यक्रम माननीय प्रधानमंत्री के वैश्विक नागरिक के दृष्टिकोण के अनुरूप होगा और भारत को विश्व गुरु के रुप में पुनः स्थापित करेगा।

Under the dynamic leadership of Hon’ble PM Shri Narendra Modi, the National Education Policy 2020 emphasises on empowering young minds & creating a learning ecosystem that can nurture young learners for future leadership roles. 

To foster this goal, and commemorate India’s 75 years of Independence, a national scheme YUVA: Prime Minister’s Scheme For Mentoring Young Authors will go a long way in cementing the foundation of these leaders of tomorrow.  

For a country like India, which tops the world chart in the youth population, we have a lot of potential ready to be tapped into and utilized for capacity and nation-building. This demographic advantage offers India and its economy an unprecedented edge. With this express intent of mentoring a new generation of young creative writers, there is an imminent requirement to take initiatives at the highest level, under the visionary national level flagship programme of Ek Bharat Shreshtha Bharat.

Essentially, the scheme envisions cultivating modern ambassadors of Indian literature as the country heads towards 75 years of independence. Our country is ranked 3rd in the arena of book publishing, and to further boost this treasure trove of indigenous literature, it is imperative that we project this at the global stage.

This scheme will help not only develop a stream of writers who can write on a spectrum of subjects to promote Indian heritage, culture and knowledge, but also provide a window to the aspiring youth to articulate themselves in their mother tongue and represent India at an international level.

This programme will be in tune with Hon’ble PM’s vision of Global Citizen and establish India as a Vishwa Guru.

THE GOAL / लक्ष्य

This scheme will ensure in creating a pool of authors of below 30 years who are ready to express themselves and project India on any international platform, as well as it will help in projecting Indian culture and literature globally.

The young authors so mentored shall become proficient in writing in various genres like fiction, non-fiction, travelogues, memoirs, drama, poetry and so on.

It will make sure to bring reading and authorship as a preferred profession at par with other job options, making the children of India take reading and knowledge as an integral part of their grooming up years. In addition, it will bring a positive psychological push to the young minds given the impact and effect of the recent pandemic on the mental health of children.

यह योजना 30 वर्ष से कम उम्र के युवा लेखकों का एक पूल तैयार करेगी जो खुद को और भारत की संस्कृति को किसी भी अंतरराष्ट्रीय मंच पर लाना चाहते हैं, साथ ही इससे भारतीय संस्कृति और साहित्य को विश्व स्तर पर पेश करने में मदद मिलेगी।

युवा लेखकों को फिक्शन, नॉन-फिक्शन, यात्रा, संस्मरण, नाटक, कविता और ऐसे विभिन्न शैलियों के लेखन में कुशल बनाने हेतु प्रशिक्षण दिया जाएगा।

यह नौकरी के अन्य विकल्पों के समान ही पसंदीदा पेशे के तौर पर पढ़ने और ज्ञान अर्जन को बढ़ावा देगा, जिससे देश के बच्चों को पढ़ाई और ज्ञान को अपने जीवन का अभिन्न अंग बनाने की प्रेरणा मिलेगी। इसके अलावा, यह महामारी के मुश्किल वक्त में युवाओं के मानसिक स्वास्थ्य का ध्यान रखते हुए उन्हें एक सकारात्मक दिशा में प्रेरित करेगा।

IMPLEMENTATION & EXECUTION / कार्यान्वयन और निष्पादन

The National Book Trust, India (under BP Division, Ministry of Education, GOI) as the Implementing Agency will ensure phase-wise execution of the Scheme under well-defined stages of mentorship.

कार्यान्वयन एजेंसी के रूप में नेशनल बुक ट्रस्ट, इंडिया (शिक्षा मंत्रालय, भारत सरकार के बीपी डिवीजन के तहत) मेंटरशिप के परिभाषित चरणों के तहत योजना का चरणबद्ध निष्पादन सुनिश्चित करेगी।

SELECTION PROCEDURE OF YOUNG AUTHORS / युवा लेखकों की चयन प्रक्रिया

• A total of 75 authors will be selected through an All India Contest at MyGov.
• The selection will be made by a Committee to be constituted by NBT.
• The contest will run from 4th June to 31st July 2021.
• The contestants will be asked to submit a manuscript of 5,000 words to judge its suitability to develop as a proper book under the Mentorship Scheme.
• The names of selected authors will be announced on the occasion of Independence Day on 15th August 2021.
• Based on mentorship, the selected authors will prepare manuscripts for final selection under the guidance of the nominated mentors.
• The entries of the winners will be readied for publication by 15th December 2021.
• The published books may be launched on 12th January 2022 on YUVA DIVAS or the National Youth Day.
• The contest is open to citizens of India who are below the age of 30 years as on 1st June 2021. Indian nationals residing outside India who hold aPIO card (Person of Indian Origin) or NRIs (Non-resident Indian) holding Indian passports can also participate in the contest.
• Contestants can download their certificate of participation upon successful submission of their entry. Please note that this certificate is only an acknowledgement of an entry submitted successfully and in no way guarantees selection for mentorship program.

• MyGov पर अखिल भारतीय प्रतियोगिता के माध्यम से कुल 75 लेखकों का चयन किया जाएगा।
• चयन एनबीटी द्वारा गठित एक समिति द्वारा किया जाएगा।
• यह प्रतियोगिता 4 जून से 31 जुलाई 2021 तक चलेगी।
• मेंटरशिप योजना के तहत प्रतियोगियों को 5000 शब्दों की पांडुलिपि प्रस्तुत करनी होगी ताकि एक पुस्तक की समुचित रचना से संबंधित उपयुक्तता को आंका जा सके
• चयनित लेखकों के नामों की घोषणा 15 अगस्त 2021 को स्वतंत्रता दिवस के अवसर पर की जाएगी।
• मेंटरशिप के आधार पर, चयनित लेखक मनोनीत मेंटर के मार्गदर्शन में अंतिम चयन हेतु पांडुलिपियां तैयार करेंगे।
• विजेताओं की प्रविष्टियां 15 दिसंबर 2021 तक प्रकाशन के लिए तैयार की जाएंगी।
• प्रकाशित पुस्तकों का लोकार्पण 12 जनवरी 2022 को युवा दिवस या राष्ट्रीय युवा दिवस पर किया जा सकता है।
• प्रतियोगिता भारत के नागरिकों के लिए खुली है जो 1 जून 2021 को 30 वर्ष से कम आयु के हैं। भारत से बाहर रहने वाले भारतीय नागरिक जिनके पास पी आई ओ कार्ड(पर्सन ऑफ़ इंडियन ओरिजिन) या भारतीय पासपोर्ट रखने वाले एन आर आई (अनिवासी भारतीय) भी इस प्रतियोगिता में भी भाग ले सकते हैं।
• प्रतियोगी अपनी प्रविष्टि सफलतापूर्वक जमा करने पर भागीदारी का प्रमाण पत्र डाउनलोड कर सकते हैं। कृपया ध्यान दें कि यह प्रमाण पत्र सफलता पूर्वक जमा की गई प्रविष्टि की केवल एक पावती है और किसी भी तरह से मेंटरशिप प्रोग्राम के लिए चयन की गारंटी नहीं देता है।

PHASE I – TRAINING (3 MONTHS) / पहला चरण - प्रशिक्षण (3 महीने)

• The National Book Trust, India will organise a Two-Week Writers' Online Programme for the selected candidates.
• During which the young authors will be trained by two eminent authors/mentors from NBT's panel of accomplished authors and writers.
• After the completion of the two-week writers' Online Programme, the authors will be trained for 2-Weeks at various On-line/On-site National Camps organised by NBT.

• चयनित उम्मीदवारों के लिए नेशनल बुक ट्रस्ट इंडिया दो सप्ताह का राइटर्स ऑनलाइन कार्यक्रम आयोजित करेगा।
• जिसके दौरान दो प्रख्यात लेखकों/एनबीटी के जाने-माने लेखकों के पैनल के मेंटर द्वारा युवा लेखकों को प्रशिक्षित किया जाएगा।
• दो सप्ताह के राइटर्स ऑनलाइन कार्यक्रम पूरा होने के बाद, लेखकों को एनबीटी द्वारा आयोजित विभिन्न ऑन लाइन/ऑन-साइट राष्ट्रीय शिविरों में 2 सप्ताह का प्रशिक्षण दिया जाएगा

PHASE II – PROMOTION (3 MONTHS) / द्वितीय चरण –प्रोत्साहन (3 महीने)

• The young authors will get to expand their understanding and hone their skills through interaction at various international events such as Literary Festivals, Book Fairs, Virtual Book Fair, Cultural Exchange Programmes, etc.
• At the end of mentorship a consolidated scholarship of ₹50,000 per month for a period of 6 months (50,000 x 6 = ₹3 Lakh) per author will be paid under the Mentorship Scheme.
• A book or a series of books written by the young authors will be published by NBT, India as the outcome of the mentorship programme.
• A royalty of 10% will be payable to the authors on successful publications of their books at the end of the Mentorship Program.
• Their published books will be translated into other Indian languages ensuring the exchange of culture & literature between different states & thereby promoting Ek Bharat Shreshtha Bharat.

• युवा लेखकों को साहित्यिक उत्सव, पुस्तक मेला, वर्चुअल बुक फेयर, सांस्कृतिक कार्यक्रम आदि जैसे विभिन्न अंतरराष्ट्रीय आयोजनों में संवाद के माध्यम से अपनी समझ का विस्तार करने और अपने कौशल को निखारने का अवसर मिलेगा।
• मेंटरशिप योजना के तहत मेंटरशिप के अंत में प्रति लेखक 6 महीने (50,000 x 6 = 3 लाख रुपये) की अवधि के लिए प्रति माह 50,000 रुपये प्रति माह के मुताबिक समेकित छात्रवृत्ति का भुगतान किया जाएगा।
• मेंटरशिप कार्यक्रम के तहत युवा लेखकों द्वारा लिखी गई पुस्तक या पुस्तकों की सीरीज 0 एनबीटी, भारत द्वारा प्रकाशित की जाएगी।
• मेंटरशिप कार्यक्रम के अंत में पुस्तकों के सफल प्रकाशनों पर लेखकों को 10% की रॉयल्टी देय होगी।
• विभिन्न राज्यों के बीच साहित्य और सांस्कृतिक आदान-प्रदान सुनिश्चित करने और एक भारत श्रेष्ठ भारत को बढ़ावा देने के लिए प्रकाशित पुस्तकों का अन्य भारतीय भाषाओं में अनुवाद किया जाएगा।
